Perfecting the art of the redrawn Congressional district

It’s no accident that 90 percent of Congress is re-elected every time; districts can be carefully drawn to protect incumbents. In Florida, a federal judge ruled that the design of two districts illegally favor sitting politicians, and ordered new maps just weeks before the primary elections.
