MEDIA COVERAGE AND FOOTAGE-USAGE GUIDELINES FOR NJTV’S BROADCAST OF THE GUBERNATORIAL DEBATE AT MONTCLAIR STATE UNIVERSITY OCTOBER 15, 2013

RSVP REQUIRED FOR ALL MEDIA ATTENDING THE DEBATE BY OCTOBER 10th

All media planning to attend the Gubernatorial Debate at Montclair State University on October 15th must RSVP no later than October 10th via the Press RSVP Link: http://bit.ly/16fAtm9 AND in that form must indicate whether their outlet will be sending  a video camera crew and transmission vehicle, and/or a still photographer.

MEDIA FILING CENTER:

The University will provide a tented MEDIA FILING CENTER adjacent to the Kasser Theater with television monitors for viewing the debate, workspace, electrical outlets, cellular phone coverage, Wi-Fi internet access and refreshments.  The Media Filing Center will also include an interview “Spin Room” area for the candidates and their campaign representatives who wish to do post-debate interviews. All media must RSVP in advance and show credentials prior to admittance to the Media Filing Center.

There will be a limited number of seats made available to media inside the Kasser Theater to watch the debate.  However, those opting to sit inside the theater will be confined to that space for the full duration of the debate.  Wi-Fi internet access will be available for laptop computers and mobile devices, however, no access to electrical outlets is available, and cell phone calls and video calls from mobile devices are strictly prohibited inside the theater.

VIDEO COVERAGE:

Please note that no video cameras will be allowed inside the Kasser Theater before, during or after the debate.

For television outlets intending to do LIVE video coverage from the University grounds on the evening of the Gubernatorial Debate, Stand-Up and Live Shot positions will be assigned in front of the Kasser Theatre in close proximity to the Media Filing Center and Post-Debate Interview Area.  Please note the University strongly recommends the use of Satellite trucks as the preferred means of transmission.  Accordingly outlets must indicate on their RSVP form the OAL of their vehicle and the satellite they will be looking for so proper transmission vehicle locations can be determined.

Microwave trucks are discouraged due to geographic signal issues. Outlets limited to the use of microwave vehicles only must be absolutely clear regarding this matter on the RSVP form and provide information as to where their receive tower is located to determine proper positioning.

Outlets that plan on using LiveU or similar video-over-cellular technology requiring substantial cellular bandwidth must indicate so on their RSVP form. Due to the elevation of the campus, the University grounds are above most cell towers in the area causing inconsistent/spotty coverage. The University’s technical team will, however, do what they can to boost the signal for media usage.

STILL PHOTOGRAPHY:

There will be a strict 5-minute window of opportunity afforded exclusively for credentialed STILL PHOTOGRAPHERS from external media inside the Kasser Theater at the very open of the debate.  All photographers will be guided in and out of the venue accordingly and are required to follow procedural instructions from Montclair State University and NJTV representatives at that time.

Pool photography of the debate-in-progress will be provided by NJTV/Montclair State University.

There will be no on-site external audio/video recording or still photography inside the Kasser Theater permitted once the debate begins.

Media outlets planning to send still photographers to cover the event, please indicate so on their RSVP form or inquire with the Media Contacts listed below.

RADIO OUTLETS:

Radio outlets are welcome to record audio via NJTV’s live coverage per the OFF-SITE VIDEO RECORDING restrictions outlined below.  If your outlet is looking for a mult-box feed, please indicate that on your RSVP form and we will follow up with availability and information

OFF-SITE VIDEO RECORDING OF EVENT:

Beginning at 8:00pm on Tuesday, October 15, 2013, all media outlets, including Internet media, may excerpt up to 2:00 minutes of material from the debate for their regularly scheduled news programs with appropriate credit (outlined below).

Outlets may record NJTV or the entire debate can also be recorded via Encompass in High Definition on loop 4478 and at The Switch in High Definition on loop NET-1.

The debate program is expected to post at www.njtvonline.org within 24-48 hours following the event.  However, media outlets may not rebroadcast the debate in its entirety unless granted permission by NJTV.

Mandatory credit is required as follows:

  • Television: an onscreen credit reading “NJTV” must appear during each excerpt and remain onscreen for the duration of all excerpts.
  • Radio: each excerpt must be introduced with an audio credit to “NJTV.”
  • Internet: excerpts must stream with an “NJTV” credit.
